The Brussels Capital Region has adopted an ambitious timeline for renovating its housing stock. If you own a property rated E, F or G in Brussels, significant obligations await you before 2033.
Timeline of EPC obligations in Brussels

What fines are planned?
For properties that do not meet the 275 kWh/m²/year threshold after 2033, fines will be calculated as follows:
Fine = €2.5 × area (m²) × excess in kWh/m²/year
With a minimum of €125. These fines can be renewed annually as long as the property is not brought into compliance.
How to start renovating?
- Have your EPC certificate established or updated to know your exact situation
- Identify priority works with your auditor (roof insulation first)
- Apply for Renolution subsidies (currently suspended, expected to resume)
- Plan works in stages to spread the investment over time
- Have a new EPC certificate established after each stage to track progress
